Francophone Immigration to Canada

Canada strongly encourages French-speaking immigrants to settle in provinces and territories outside Quebec to strengthen the country’s bilingual identity and support Francophone communities across the nation. Through dedicated programs such as the Francophone Mobility Program and Express Entry Francophone draws, French-speaking professionals can access simplified immigration pathways, extra CRS points, and LMIA-exempt work permits.

Basic Conditions for Francophone Immigration Applicants

While each immigration program may have its own criteria, Francophone applicants generally must meet the following key conditions:

  • Language Proficiency:
    Demonstrate French language ability at CLB/NCLC level 5 or higher, proven by an approved test such as TEF Canada or TCF Canada.
    (Higher levels improve eligibility and CRS scores.)
  • Age:
    Ideal age range is 18 to 45 years; applicants under 30 earn more points under Express Entry, but older applicants remain eligible if they meet other criteria.
  • Education:
    Hold at least a post-secondary diploma or degree (Canadian equivalent assessed through an ECA – Educational Credential Assessment).
  • Work Experience:
    Have at least one year of full-time, skilled work experience (TEER 0–3 level). More experience increases chances under federal and provincial streams.
  • Intent to Live Outside Quebec:
    Commit to living and working in a province or territory other than Quebec, since Quebec runs its own separate immigration system.
  • Admissibility:
    Meet standard Canadian requirements for health, security, and background checks.
  • Settlement Funds:
    Show proof of sufficient funds to support yourself and your family after arrival (unless you already have a valid Canadian job offer).
